Use Substitution (OPSN) for this requirement if you want it for all the projects.(if validation/substitution conditions are already there in project structure)

OR

Make it default from project profile is no condition is there in project structure. (i.e. Level 1 WBS is not account assigned etc.)

For an individual projects only go with CNMASS.
